Exercising export, import, and distribution rights for items on the list of goods prohibited for export, import, and distribution to foreign investors and foreign-invested economic organizations:

Cigarettes and cigars, books, newspapers and magazines, video records on whatever medium, precious metals and stones, pharmaceutical products and drugs, explosives, processed oil and crude oil, rice, cane and beet sugar are excluded from the commitments.

Stores dealing in national relics, vestiges, antiques or treasures

Collection, procurement, and handling of public assets within units of the armed forces

Production of military materials or equipment; trade of military uniforms and supplies for the armed forces, military weapons, technical equipment, ammunition and specialized vehicles used for the army and public security forces; components, accessories, spare parts, supplies and specialized equipment and technology used for the production thereof

Production of seals bearing the National Emblem of the Socialist Republic of Vietnam, the Emblem of the Vietnam People’s Public Security Forces; and the Emblems of the Vietnam People’s Army

Copyright services and consulting, as well as those for other related rights

a) Establishment, operation, and maintenance of maritime signals, water bodies, public navigation channels and ships’ routing.

b) Surveying services for water bodies, public navigation channels and ships’ routing for Marine Notices.

c) Surveying, drafting, and publishing nautical charts for water bodies, seaports, navigation channels, and ships’ routing;

d) Development and publishing of maritime safety documents and publications.

Regulatory services for maritime safety in water bodies, public navigation channels, and ships’ routing; and maritime electronic information services.

a) Inspection (examination and testing) and certification of transportation vehicles (including their systems, parts, equipment, and components).

b) Inspection services and issuance of technical safety and environmental protection certificates for vehicles, specialized equipment, containers, and hazardous goods packaging equipment for transportation.

c) Inspection services and issuance of technical safety and environmental protection certificates for vehicles and equipment for marine oil and gas exploration, extraction, and transportation.

d) Technical safety inspection services for machinery and equipment with strict occupational safety requirements, which are installed on transportation vehicles and those used in marine oil and gas exploration, extraction, and transportation.

e) Fishing vessel inspection services.
